MOH Order No. 1827: What Dental Clinics, Cosmetology Centers, Laboratories and Other Small Healthcare Businesses Need to Know

New medical waste management rules apply not only to hospitals

Since 1 April 2025, new State Sanitary Rules for Medical Waste Management, approved by the Ministry of Health of Ukraine Order No. 1827 dated 31 October 2024, have come into force.

The document establishes requirements for the generation, collection, storage, transportation and treatment of medical waste and replaces the previous MOH Order No. 325.

Many owners of small medical practices mistakenly believe that these requirements apply only to large hospitals and medical centers. In fact, they also apply to private healthcare providers and small medical businesses.

The Order covers individual medical practitioners, private clinics, dental offices, laboratories and all other healthcare facilities generating medical waste.

Who do the new requirements apply to?

you are considered a medical waste generator and must organize its management in accordance with current legislation.

• veterinary clinics.

What has changed under Order No. 1827?

The new regulations introduce stricter requirements for sorting, packaging, storage and transfer of medical waste.

In particular:

• all waste must be collected separately;
• each waste category requires specific labeling;
• new requirements for containers and packaging have been introduced;
• infectious medical waste must undergo specialized treatment;
• documentation and record-keeping requirements have become more detailed.

The most common mistake made by small businesses

Owners of small healthcare facilities often assume that small volumes of waste do not require special management procedures.

However, Ukrainian legislation makes no distinction between "large" and "small" waste generators.

Even a single used syringe or contaminated dressing must be managed properly and transferred to a licensed waste management operator.

Therefore, the requirements of Order No. 1827 apply equally to large hospitals and small dental offices.

Responsibility begins at the moment the waste is generated.

Healthcare facilities must:

• classify waste;
• ensure proper segregation;

The licensed operator is responsible for transportation, treatment and documentary confirmation of completed operations.
